Any decision that HMRC on your tax affairs after an investigation can be challenged using the First-tier Tax Tribunal.
You can appeal to the First-tier Tax Tribunal if you cannot reach an agreement with HMRC about the tax you owe. The Tribunal is completely independent of HMRC.
Before making an appeal to the First-Tier Tax Tribunal, you will need to ask HMRC to review your case. More often than not, this is a formality, as it would be unusual for HMRC to reverse a decision at this stage. In some circumstances HMRC can also appeal to the Tribunal if they cannot reach an agreement with you.
